Before you buy a single item for a basement paint job, test the walls for moisture. Tape a piece of clear plastic sheet, roughly a foot and a half square, tightly to a bare section of wall on all four edges, leave it for a couple of days, then look at it. Condensation on the room side of the plastic means humid air is condensing on a cold wall. Moisture on the wall side, or a darkened patch of masonry underneath, means water is coming through the wall itself. Do that test in several places, including a low spot near the floor and an exterior corner.
The reason this comes first is blunt: paint does not fix a water problem. Coating over a wall with active moisture behind it will fail, and it will fail regardless of what the tin claims. Water moving through masonry carries pressure and dissolved salts, and both will push a paint film off the wall. If your test comes back wet, the job in front of you is drainage, grading, gutters, downpipe extensions, a sump or a sealed exterior, and only then paint.
Diagnose the problem before you choose a product

Three different basement wall symptoms get lumped together as damp, and they have three different fixes.
Efflorescence
White, powdery or crystalline deposits on the face of block or concrete. This is dissolved mineral salt left behind after water moved through the masonry and evaporated at the surface. Efflorescence is not the problem itself, it is evidence of the problem: water is passing through that wall. Brushing it off and painting over it means the next cycle of water pushes new crystals up under your film and lifts it. Remove the deposit with a stiff brush and an appropriate masonry cleaner per its label, rinse, dry, and then deal with the water source before you commit to a finish.
Liquid water and damp patches
Actual wetness, dark staining, water tracking down from a crack or a cove joint, or a patch that reappears after every heavy rain. This is bulk water entry and it is a building problem, not a decorating problem. Usual causes are surface water not being carried away from the foundation, blocked or short downpipes, ground sloping towards the house, a failed exterior damp-proofing membrane, or hydrostatic pressure from a high water table. Fix it outside where possible, because that is where the water is.
Condensation
Beads of water on cold surfaces, a general clammy feel, musty smell, and moisture that is worst in warm humid weather rather than after rain. This is warm room air meeting cold below-grade walls and pipes. The fix is ventilation, air movement, dehumidification, insulating cold surfaces and covering exposed earth in crawl spaces, not paint. Confusingly, condensation is the one that a coating will not stop and also the one people most often try to solve with a coating.
Clean off efflorescence, mould and everything else
Basements accumulate dust, cobwebs, old whitewash, oil marks from equipment, and often mould. Mould is common on below-grade walls, on the back of stored cardboard and on any organic material that has stayed damp.
Mould has to be removed and its moisture source addressed, not painted over. Painting a wall with live mould on it gives you a painted wall with live mould under it, and the film will discolour and lift. Anything more than a small localised patch, or any mould in a space with occupants who have respiratory sensitivities, is worth handing to a remediation professional.
Old, flaking limewash or previously failed coatings must come off too. Scrape and wire brush until what remains is tight. Any loose material left behind becomes the weak layer in your new system.

Bare block and poured concrete need a masonry primer
Concrete block and poured concrete are highly alkaline and highly porous, and both of those matter. Alkalinity can attack ordinary paint binders, and porosity means a finish coat applied straight to bare masonry will be sucked in unevenly, leaving a patchy, weak film with almost no build in the hollows.
Bare masonry wants a masonry primer, sometimes called a block filler when the job is to fill the open texture of concrete block. Block filler is a thick material applied generously and worked into the pores, usually with a heavy nap roller and a brush for the mortar joints, and it is what turns an open, sandy block wall into a surface a finish coat can actually cover. Fresh concrete also needs to cure before coating, and cure times are long, so check what the coating manufacturer specifies rather than guessing.

Waterproofing coatings and their honest limits
Masonry waterproofing paints are thick, cementitious or heavy acrylic coatings designed to be applied to bare masonry and to resist water passing through the wall. Used correctly, on a wall that is structurally sound, over prep that removed all loose material and efflorescence, applied at the film thickness the label specifies, they can meaningfully reduce dampness coming through porous block.
What they cannot do is hold back water that is under pressure. If there is a head of water in the soil pushing on the outside of your foundation, that pressure acts on whatever is in its way. A coating bonded to the inside face of the wall is being asked to resist that pressure in the weakest possible direction, peeling away from its substrate. Product labels are careful about this, and so should you be. Nothing painted on the inside of a basement wall should be treated as a substitute for exterior drainage.
Two practical notes. First, waterproofing coatings must go on bare masonry, not over old paint, so if the wall has been previously painted you are usually choosing between stripping it and using an ordinary masonry-rated wall paint. Second, they are usually applied with a stiff brush worked into the surface rather than rolled thin, and the specified spread rate is far lower than normal paint. Follow the label, because underapplying them is the same as not applying them.

Finished basements are just rooms
If your basement has framed and drywalled walls, is heated and conditioned, and shows no moisture symptoms, stop treating it as a special case. Two things do still deserve attention in a finished basement. Humidity is usually higher than the rest of the house, which slows drying, so give coats longer than the label minimum before recoating. And check behind and below any drywall that sits directly against masonry, because that is where hidden moisture problems show up first, usually as a soft or stained bottom edge.
Ceilings, including exposed joists
Basement ceilings come in three varieties and each is a different job.
A finished drywall ceiling is an ordinary ceiling. Cut in, roll it in one direction, keep a wet edge, and follow how to paint a ceiling.
A suspended tile ceiling is usually best left alone or replaced, since tiles are porous, absorb paint unevenly, and can sag once wetted. If you do paint them, take them out and do it flat on a bench, not overhead in the grid.
Exposed joists are the interesting one and the most common in unfinished basements. Painting the joists, subfloor underside, ducting, pipes and wiring all one colour, usually a flat dark tone or a flat white, is a very effective look. It hides the clutter of services, makes the ceiling read as a single plane, and gains you head height compared with boxing everything in. It is also an enormous amount of surface area with endless edges and undersides, which is precisely the situation spraying was invented for. Floors are a separate job
Do not treat the basement floor as more wall. Concrete floors take foot traffic, furniture, moving loads and often moisture vapour rising through the slab, and they need floor-rated coatings with their own preparation regime, which usually involves etching or grinding the slab and a moisture test on the concrete itself. Wall paint on a floor will scuff off within weeks. Plan the floor as its own project with its own products, and do it after the walls and ceiling so drips do not matter.
Ventilation in a confined below-grade space
This deserves its own section because a basement is the worst-ventilated space in most houses. It typically has few or no opening windows, one route in and out, no natural cross-flow, and it is below grade, so vapours heavier than air have nowhere to go but sit. Add solvent-based primers, masonry cleaners or mould treatments to that and you have a genuine hazard rather than a nuisance smell.
Set up mechanical air movement before you open a tin. That means a fan positioned to exhaust air out of the space, ideally through a window or door to the outside, plus a second opening for makeup air to come in, so you get a flow through rather than a fan simply stirring the same air around. Run the fans during the work and for as long after as the product label suggests. Take breaks outside. Never use unvented fuel-burning heaters to warm a basement you are painting, and be aware that many primers and solvent products are flammable, which matters in a space that may contain a water heater or furnace with a pilot flame. Turn those off or work well away from them per the product warnings.

Working order and what it costs
Sensible sequence: test for moisture, fix any water source, clean and treat mould and efflorescence, set up ventilation, prime bare masonry, paint the ceiling, paint the walls, then tackle the floor as its own project. Doing the ceiling first means wall drips are irrelevant and overhead splatter lands on unpainted walls.

Frequently asked questions
Will waterproof paint stop my basement leaking?
No, not on its own, and you should be sceptical of any expectation that it will. Masonry waterproofing coatings can reduce dampness passing through porous block on a wall that is otherwise sound and correctly drained, applied at the thickness the label specifies. They are not a remedy for bulk water entry or for water under pressure from the outside, because a coating on the inside face is being pushed away from its substrate rather than pressed onto it. Fix drainage outside first, always.
Can I paint over efflorescence?
No. Efflorescence is loose salt crystal sitting on the surface, so anything painted over it is bonded to a powder. Worse, the deposit is a signal that water is moving through the wall, and that water will keep depositing new salt underneath your film and pushing it off. Remove the deposits mechanically and with an appropriate masonry cleaner, then investigate why water is passing through before you decide on a finish.
What paint should I use on bare concrete block?
By category, you want a masonry primer or block filler first to seal the alkalinity and fill the open pores, then either a masonry-rated wall finish for a dry basement or a masonry waterproofing coating if the wall is bare, sound and you are managing minor dampness. The block filler stage is what most people skip, and skipping it is why bare block jobs come out patchy and pinholed even after two finish coats.
Should I paint the exposed joists in an unfinished basement?
It is one of the highest-impact things you can do in an unfinished basement. Painting joists, subfloor, ducts and pipes in a single flat colour visually merges the whole ceiling plane, hides services, and keeps head height that boxing in would cost you. Dark colours make the services recede, light colours brighten the space. Spray it if you possibly can, because brushing that many edges is punishing work.
How long should I wait after fixing a damp problem before painting?
Long enough for the masonry to genuinely dry through, which is much longer than most people expect because masonry holds water deep in its mass and basements dry slowly. Repeat the plastic sheet test after the repair and only proceed when it comes back dry through a period that includes wet weather. Rushing this means doing the whole job twice.
Do I really need a fan if I am using low-odour paint?
Yes. Low odour is not the same as no emissions, and the issue in a basement is not smell but the absence of any natural air exchange in a confined below-grade space. You also rarely use only the finish paint down there, since masonry cleaners, mould treatments and primers are usually part of the job and several of those are considerably more aggressive. Set up an exhaust fan and a makeup air opening as standard practice, not as a response to odour.
